[뉴욕=민족통신 종합] 조선민주주의인민공화국의 외무상이 15년만에 뉴욕 유엔총회에 참석하여 연설하는 순간 세계 외교대표들은 초미의 관심을 집중했다. 그것은 근 70년 동안 세계 최강이라고 하는 미국과의 대결을 벌이면서 그 숱한 대북고립압살 정책에도 굴하지 않고 정치사상강국, 군사강국을 이뤘고, 미국과 그 추종세력들이 반대의 목소리와 함께 고도화된 적대시정책과 방해 속에서도 핵보유국으로 그리고 인공지구위성국으로 우뚝섰기 때문이다.  

특히 리수용 조선 외무상은 이날 연설 초두에 "유엔과 국제관계가 보다 민주화되어야 합니다. 유엔헌장에 명기돼있는 주권존중의 원칙은 곧 자주권존중의 원칙, 내정불간섭의 원칙입니다. 민주주의, 인도주의 사태, 반테러, 인권보호, 전파방지와 같은 여러가지 미명으로 은폐된 강권과 전횡이 제재와 봉쇄, 군사적 위협과 무력간섭의 형태로 버젓이 감행되고 있는 것이 오늘 우리가 목격하고 있는 현실입니다. 우리 대표단은 주권국가들에 대한 온갖 형태의 간섭과 제재를 반대하는 일관한 입장으로부터 쿠바에 대한 미국의 일방적인 경제.무역.금융봉쇄가 하루빨리 철회되어야한다고 주장합니다"라고 무게있는 발언으로 연설의 중심을 잡았다. 

그는 유엔이 보다 국제관계에서 민주화되어야 한다고 강조하며 쿠바의 제재를 풀어야 하고 이스라엘의 팔레스타인에 대한 불공정성, 강권에 의한 시리아(수리아) 문제를 거론하며 일부 강대국(미국을 지적)과 그 추종세력의 2중잣대 등도 지적하며  유엔이 좀더 평화와 안정을 위한 기능과 역할을 높여야 한다고 힘주어 말했고, 유엔안보이사회의 개혁을 주장했고,유엔헌장의 주권평등의 원칙을 지켜 나갈것을 힘주어 말했다.

리수용 외무상은 또 핵문제에 관련해서는 "미국의 대조선적대시정책이 완전히 종식되어 우리의 자주권과 생존권에 대한 위협이 실질적으로 제거된다면 핵문제는 풀릴 것입니다"라고 구체적으로 천명하면서 인권문제에서 관련해서도 "정치화, 선택성, 이중기준현상이 극복되어야 합니다"라고 지적하며 "인권문제를 정치적 목적에 도용하는 것이야말로 인권 그 자체에 대한 가장 큰 유린입니다.조선민주주의인민공화국은 인권문제를 특정한 국가의 제도 전복에 도용하려는 온갖 시도와 행위를 견결히 반대합니다.우리 인민의 인권이 집대성된 국가주권 자체를 인정하지 않고 있는 미국이 우리의 인권문제에 대해 걸고드는 것은 위선입니다. 미국이 주최하여 조선민주주의인민공화국 인권문제를 논의하는 회의에 그 당사자가 참가하겠다는 것을 기어이 가로막으면서도 인권대화에 대해 운운하는 것은 언어도단입니다. 조선민주주의인민공화국은 온갖 정치적 동기와 위선과는 인연이 없이 진정으로 인권을 위한 대화, 인권을 위한 협력에는 문을 열어놓고 있습니다. 공화국 정부는 우리를 적대시하지 않는 나라들과 평등한 기초 위에서 인권대화와 협력을 해나갈 용의가 있으며, 유엔을 비롯한 해당 국제기구들과 인권분야에서 기술협조와 접촉, 의사소통을 도모해나갈 용의가 있습니다"라고 확신있는 입장을 밝혔다.

그는 연설 마지막 부분에 조국의 자주적 평화통일과 관련하여 남과 북이 이념이나 정견, 각자의 제도 등을 상호존중하는 기초위에서 북남관계를 명실공히 연방제 통일에 지향시켜 발전시켜 나가기 위해 노력하고 있다고 밝히면서 "군통수권을 미국에 통채로 맡긴 것으로 하여 자기 땅에 조선민족을 열백번도 멸살시킬 수 있는 각종 대량살륙무기들이 얼마나 많이 들어와 숨겨져 있는지도 모르는 남조선은 꿈같이 현실불가능하며 허황한 남의 식의 통일방안을 쳐다보고 들고다니지 말아야 합니다"라고 한국의 보수정치권을 겨냥하여 젊잖게 충고하는 내용도 비쳤다. 

그는 연설을 끝내는 대목에서 조선민주주의인민공화국의 대외정책의 기조는 자주, 평화, 친선이라고 재천명하고 이러한 바탕위에 유엔 가맹국으로서의 지위와 역할을 책임성 있게 수행해 나 갈것이라고 말했다. 리수용 외무상의 유엔총회 연설전문을 아래에 전재한다.

의장선생,

나는 먼저 조선민주주의인민공화국대표단의 이름으로 쌈 카함바 쿠테싸각하가 유엔총회 제69차회의 의장으로 선거된것을 축하합니다.

 나는 당신의 유능한 사회밑에 본 총회가 좋은 결실을 맺게 되리라는 확신을 표명합니다.

의장선생,

조선민주주의인민공화국은 《2015년이후 변혁적인개발의정 작성과 리행》이 본 총회의 주제로 설정된것을 전적으로 지지합니다.

개발은 평화와 함께 인류공동의 지속적발전을 위한 2대기둥을 이루고 있는 유엔의 핵심사명의 하나입니다.

세계는 새 천년기에 들어선 첫 15년간에 빈곤층이 절반으로 줄어든것을 목격하였습니다.

2000년에 있은 새천년기유엔수뇌자 회의에서 채택된 빈궁청산을 골자로 하는 천년기개발목표가 옳게 설정되였다는것을 보여주는 성과입니다.

조선민주주의인민공화국에 있어서는 이 시기가 특별히 어려운 시기였지만 우리 역시 준엄한 난국을 성과적으로 이겨냈습니다.

공화국에 대한 경제적봉쇄와 군사적위협, 정치적훼방이 전례없이 집요했지만 위대한 김정일장군님의 령도밑에 민족의 존엄을 빛나게 수호하고 전쟁을 효과적으로 억제하였으며 침체에 빠졌던 경제를 상승의 궤도에 올려세웠습니다.

경애하는 김정은원수님의 령도밑에 오늘은 마침내 강성국가로 비약할 든든한 도약대를 갖추었습니다.

지금 공화국에서는 건설의 대전성기가 펼쳐지고 지식경제시대에 어울리는 현대적인 공장과 기업소들이 달마다 곳곳에서 기록적인 속도로 일떠서고있습니다.

수산업과 축산업에서 일대 비약이 일어나고 후대들과 근로대중을 위한 생활환경과 문화후생분야에서 새로운 21세기의 문명이 꽃펴나고있습니다.

의장선생

2015년 이후의 개발의정은 천년기개발목표 리행과정에 이룩된 성과를 공고히 하면서 인류공동의 지속적인 사회경제발전실현에 유리한 환경과 조건을 마련하는데 중심을 두어야 할것입니다.

지구생태환경을 보호하며 기후변화문제를 해결하여 인류의 생존과 지속적 발전을 담보하기 위한 유엔적인 행동조치의 일환으로 진행된 이번 기후변화 수뇌자회의는 성과적인 회합이였습니다.

유엔과 국제관계가 보다 민주화되여야 합니다.

유엔헌장에 명기되여있는 주권평등의 원칙은 곧 자주권존중의 원칙, 내정불간섭의 원칙입니다.

《민주주의》,《인도주의사태》,《반테로》,《인권보호》,《전파방지》와 같은 여러가지 미명으로 은페된 강권과 전횡이 제재와 봉쇄, 군사적위협과 무력간섭의 형태로 뻐젓이 감행되고있는것이 오늘 우리가 목격하고있는 현실입니다.

우리 대표단은 주권국가들에 대한 온갖 형태의 간섭과 제재를 반대하는 일관한 립장으로부터 꾸바에 대한 미국의 일방적인 경제, 무역, 금융봉쇄가 하루빨리 철회되여야 한다고 주장합니다.

의장선생,

평화와 안전은 유엔의 영원한 주제입니다.

인류의 생존도, 지속적인 개발도, 인권의 보호와 증진도, 지구 생태환경의 보존도 모두 평화와 안전을 떠나서는 생각할수 없습니다.

지금 유엔의 중심적역할을 높이는데서 제일 뒤떨어져 있는것이 평화와 안전을 위한 기능과 역할입니다.

헌장에 명기된바와 같이 유엔성원국들은 국제평화와 안전유지의 첫째가는 책임을 안보리사회에 부과하였습니다.

랭전시기의 마비상태에서 아직 풀려나지 못한 안보리사회를 대신하여 한 상임리사국이 유엔과는 인연이 없는 군사쁠럭이나 쌍무군사동맹들을 통하여 세계의 헌병노릇을 하려 들고있는것이 오늘의 현실입니다.

안보리사회의 시대착오적인 구태와 편견은 오늘 조선반도에 조성된 사태에서 가장 우심하게 나타나고 있습니다.

세계는 지난해에 조선반도정세가 일촉즉발의 전쟁접경에까지 치달았던 사실을 기억하고있습니다.

조선민주주의인민공화국의 수도 평양 《점령》을 목표로 한 미국-남조선 합동군사 연습이 그 발단이였습니다.

올해 1월 공화국정부는 조선반도에서 호상 군사적적대행위를 그만둘데 대한 제안을 내놓았으나 도발적인 반공화국합동군사연습은 3-4월에도 강행되였고 8월에도 또 강행되였습니다.  

공화국정부는 조선반도와 지역의 평화와 안전을 심히 위태롭게 하는 이러한 전쟁연습을 중지시킬데 대한 문제를 정식으로 안보리사회에 제소하였습니다.

그러나 안보리사회는 외면하였습니다.

상임리사국이 주도하는 합동군사연습이기 때문에 그 규모가 아무리 방대하고 그 목적이 아무리 침략적이고 그 성격이 아무리 위험해도 안보리사회는 눈과 귀, 입을 닫을수밖에 없는것입니다.

랭전시기에도 동서방사이에 병력 4만명이상이 참가하는 규모의 군사연습은 그 회수를 제한하는 조치가 있었습니다.

하물며 랭전이 종식된지도 4분의 1세기가 되여오는 오늘 조선반도에서만 해마다 한번에 50만이 넘는 대병력이 참가하는 전쟁연습이 필요한가 하는것입니다.

현시기 조선민주주의인민공화국정부앞에 나서고있는 주되는 과업은 경제 건설과 인민생활향상입니다.

갓 이룩된 인민경제의 상승추이를 지속적인 발전에로 이어가기 위해서는 무엇보다도 평화적인 환경이 필요합니다.

그 어느때보다도 우리에게 더없이 소중한것이 평화적환경이며 긴장완화 입니다.

조선반도의 정세가 긴장되는것은 우리에게 아무런 도움도 되지 못하며 오히려 경제건설과 인민생활향상을 위한 노력에 엄중한 저해를 주고있습니다.

남의 나라 수도를 점령할것을 목표로 하여 상륙작전과 장거리 핵폭격, 특공대작전에 초점을 맞추고있는 전쟁연습을 결코 《방어적》 인것이라고 볼수는 없습니다.

전쟁연습을 《년례적》이라고 하는것은 《만성적인 면역》을 조성하여 불의에 침공하려는 가면을 쓴 기도입니다.

의장선생,

안보리사회의 개혁이 지연되는것을 더는 허용하지 말아야 합니다.

현 안보리사회의 구성과 사업방식이 시대에 뒤떨어졌다는것은 이미 1992년 유엔총회 제47차회의 결의에  반영된 유엔성원국들의 총의에 의하여 확인되였 습니다.

안보리사회는 더이상 이중기준의 극치를 보여주는 전시장이 되지 말아야 합니다.

상임리사국이 벌려놓는 군사연습은 아무리 평화와 안전을 위협해도 눈감아주고 그에 대처하여 한 유엔성원국이 진행하는 군사훈련은 아무리 부득이하고 자위적인것이라고 해도 한사코 달라붙어 문제시하는 불공정한 행위는 반드시 종식되여야 합니다.

한 상임리사국의 비호를 받는 이스라엘의 팔레스티나 민간인 학살만행에 대해서는 외면하고 나라의 자주권과 안정을 수호하려는 수리아정부에 대해서만 문제시하는것과 같은 부당한 처사는 용납될수 없으며 특히 반테로의 미명하에 수리아의 자주권과 령토완정을 침해하는 그어떤 행위도 절대로 허용되지 말아야 합니다.

안보리사회는 더이상 거짓말을 늘어놓는 연단으로 되지 말아야 합니다.

11년전에 우리는 안보리사회에서 《이라크에 대량살륙무기가 있다》는 한 상임리사국의 고발을 두귀로 들었습니다.

군사적침공이 뒤따르고 참혹한 류혈이 초래된 후에야 세계는 그말이 세기적인 큰 거짓말이였다는것을 알게 되였습니다.

그러나 그 큰 거짓말을 한 나라가 상임리사국이였기때문에 안보리사회는 또다시 침묵하였으며 결과 류혈사태는 11년이 지난 오늘까지도 지속되고있습니다.

안보리사회는 더이상 강권과 전횡의 도구노릇을 하지 말아야 합니다.

헌장은 안보리사회가 정의와 국제법의 원칙에 맞게 행동할것을 규제하고 있습니다.

안보리사회는 우주조약과 같은 국제법에 저촉되게 유엔성원국의 평화적인 위성발사를 금지시키는 결의를 채택할 권한이 없습니다.

안보리사회를 개혁하는것은 본질에 있어서 유엔의 민주화, 국제관계의 민주화를 실현하는 하나의 혁명입니다.

유엔은 군주제가 아니며 안보리사회는 원로원이 아닙니다.

상임리사국들이 진심으로 민주주의를 위해 자기의 특권을 포기할 용단을 내리지 않는한 개혁은 불가능합니다.

민주주의수출을 제일 소리높이 제창하는 상임리사국은 이 시대적요구, 유엔성원국다수의 요구앞에 자기의 설교가 위선인가 아닌가를 비추어보아야 할것입니다.

안보리사회가 자신을 제때에 개혁하지 못하여 끝내 시대의 락오자로 된다면 유엔성원국들은 그러한 시대착오적이고 비민주주의적인 기관이 아예 없는 유엔을 바라게될지도 모릅니다.

의장선생,

조선민주주의인민공화국은 국제관계에서 제기되는 모든 문제들이 강권이나 전횡에 의해서가 아니라 철두철미 유엔헌장의 주권평등의 원칙에 기초하여 해결되여야 한다고 주장합니다.

조선반도핵문제는 평화와 안전에 관한 문제이기전에 한 유엔성원국의 자주권과 생존권에 관한 문제입니다.

반세기이상에 걸치는 미국의 적대시정책과 핵위협, 압살전략이 필연적으로 가져온것이 바로 공화국의 핵보유결단입니다.

 조선민주주의인민공화국의 핵억제력은 그 누구를 위협하거나 공격하기 위한것이 아니며 그 무엇과 바꾸어먹을 흥정물은 더더욱 아닙니다.

미국의 대조선적대시정책이 완전히 종식되여 우리의 자주권과 생존권에 대한 위협이 실질적으로 제거된다면 핵문제는 풀릴것입니다.

인권문제에서 정치화와 선택성, 이중기준이 극복되여야 합니다.

인권문제를 정치적목적에 도용하는것이야말로 인권 그 자체에 대한 가장 큰 유린입니다.

조선민주주의인민공화국은 인권문제를 특정한 국가의 제도전복에 도용하려는 온갖 시도와 행위를 견결히 반대합니다.

우리 인민의 인권이 집대성된 국가주권자체를 인정하지 않고있는 미국이 우리의 <<인권문제>>에 대해 걸고드는것은 위선입니다.

미국이 주최하여 조선민주주의인민공화국의 인권문제를 론의하는 회의에 그 당사자가 참가하겠다는것을 기어이 가로막으면서도 인권대화에 대해 운운하는것은 언어도단입니다.

조선민주주의인민공화국은 온갖 정치적동기와 위선과는 인연이 없이 진정으로 인권을 위한 대화, 인권을 위한 협력에는 문을 열어놓고 있습니다.

조선민주주의인민공화국은 민족의 통일을 제도대결의 방식으로가 아니라 두 제도가 한 나라안에 련방제로 공존하는 방식으로 실현할것을 주장합니다.

이것이 전쟁을 막고 평화를 수호할수 있는 유일한 길입니다.

공화국정부는 북남관계를 명실공히 련방제통일에 지향시켜 발전시켜나가기 위해 노력하고있습니다.

군통수권을 미국에 통채로 맡긴것으로 하여 자기땅에 조선민족을 열백번도 멸살시킬수 있는 각종 대량살륙무기들이 얼마나 많이 들어와 있는지도 모르는 남조선은 현실불가능하며 허황한 남의식의 민족통일방안을 들고 다니지 말아야 합니다.

 의장선생,

조선민주주의인민공화국은 본 총회에서 2015년이후의 개발의정작성에 건설적으로 참가하여 다음해 유엔창립 70돐을 맞으며 개발의정이 성과적으로 채택되도록 하는데 적극 기여할것이라는것을 확언하는 바입니다.

조선민주주의인민공화국의 대외정책적리념은 자주, 평화, 친선입니다.

우리 공화국은 지난날과 마찬가지로 유엔활동에서 이 리념을 계속 구현하여 자주적인 유엔성원국으로서의 책임과 역할을 다해나갈것입니다.

 27 September 2014 – Speaking at the United Nations General Assembly today, the Minister of Foreign Affairs of the Democratic People’s Republic of Korea (DPRK), Ri Su Yong, told delegates that despite recent gains in economic development, his country continued to face “serious obstacles” due to the continuing divisions separating the Korean peninsula.

“Despite unprecedented persistent economic blockade, military threat and political obstruction, we have firmly safeguarded national dignity, effectively deterred war and put the stagnant economy onto an upward track,” Mr. Ri declared, citing recent successes in the DPRK’s fishing industries and livestock farming as well as “a grand boom” in the construction sector.


He noted, however, that the creation of a peaceful environment and reduction of tensions on the Korean peninsula were “ever more precious” to the DPRK Government “than at any time” and would help boost his country’s economy.


“The tense situation of the Korean peninsula does not help us. On the contrary, it presents a serious obstacle in our effort for economic development and improved people’s living standards,” Mr. Ri said.


At the same time, he called for a diplomatic resolution to the 61-year-old stalemate splitting the Korean peninsula in half and advocated for the reunification of both Koreas through a system of confederation.


“The DPRK maintains that the national reunification should be achieved not through a confrontation of systems but by a confederation formula whereby two systems co-exist in a country,” continued Mr. Ri. “It is the only way to prevent war and safeguard peace.”


Turning to other issues, he said reassured the Assembly that his country’s nuclear deterrent was “not intended to threaten or attack others,” nor was it “a bargaining chip to be exchanged for something else.”


Meanwhile, the DPRK Minister of Foreign Affairs also reserved some criticism for the UN Security Council which, he said, “turned its back” when the United States and the Republic of Korea conducted joint military exercises in early 2014.


In addition, he called for the reform of the UN body, suggesting that it would be “a revolution that realizes the democratization of the UN.”

Mr. President
,

On behalf of the delegation of the Democratic People’s Republic of Korea(DPRK),        I would like first of all to congratulate Your Excellency Sam Kahamba Kutesa on your election as President of the current session of the United Nations General Assembly.

I am confident that your able stewardship will lead this session to a fruitful success.

 

Mr. President,

The DPRK fully endorses the main theme of the current session, the “Delivering on and Implementing a Transformative Post-2015 Development Agenda”.

Development is one of the core missions of UN. Together with peace, it constitutes one of the two pillars for sustainable development of humankind.

During the first 15 years of the new millennium, the world has witnessed poverty rate reduced to a half. It is a proof of success illustrating correct target of the MDGs with elimination of poverty as its main adopted at the UN Millennium Summit.

It was a particularly difficult time for the DPRK. However, we have also overcome the severe hardships.

Despite Unprecedentedly persistent economic blockade, military threat and political obstruction, we have firmly safeguarded national dignity, effectively deterred war and put the stagnant economy onto an upward track, under the leadership of the Great General           KIM JONG IL.

Today we have at last secured the reliable springboard to leap into a powerful nation following the guidance of the respected Marshal KIM JONG UN.

In the DPRK at present, a grand boom of construction is in full swing and modern factories and enterprises befitting the era of knowledge economy are built and founded at a record-breaking speed in many places of the country.

We observe a great leap in our fishing industry and livestock farming and as well as a blooming new civilization of the 21stcentury in the living environment and cultural and welfare spheres for the future generations and working masses.

Mr. President,

We consider that the “Post-2015 Development Agenda” should focus on creating favorable environment and conditions for achieving common sustainable socio-economic development for our humankind, while consolidating successes made in implementing the MDGs.

The Climate Change Summit held just a few days ago was a successful gathering which constituted a part of the UN-wide action measures to ensure survival of humankind and sustainable development by protecting global ecosystem and solving the climate change.

The United Nations and international relations should be democratized further.

The principle of sovereign equality enshrined in the UN Charter is exactly the principle of respect for sovereignty and non-interference in internal affairs of other nations.

However, high-handedness and arbitrariness veiled under the various disguises such as “democracy”, “humanitarian crises” “counter-terrorism” “human rights protection” and “non-proliferation” are committed in brazen-face in the form of sanctions, blockade, military threat and armed intervention. This is the stern reality we witness today.

Proceeding from the consistent position to oppose interference and sanctions in all their manifestations against sovereign states, our delegation holds that the unilateral economic, trade and financial blockade imposed by the United States against Cuba should be immediately dismantled.

 

Mr. President,

Peace and security are the permanent theme of the UN.

Without peace and security, we cannot think about anything else whether it is the life of humankind, sustainable development, protection and promotion of human rights or preservation of the global ecosystem.

Nevertheless, when it comes to the issue of enhancing the central role of the UN, we see the functions and role for peace and security lagging far behind others.

As stipulated in the Charter, the UN member states entrusted the Security Council with maintaining international peace and security as the first and foremost responsibility.

The present reality shows that, in lieu of the Security Council still mired in paralysis of the Cold War, a permanent member state seeks to act as military police of the world through military blocs or bilateral military alliances that have nothing to do with UN.

The anachronistic stereotypes and prejudices of the Security Council can find their most extreme expression in the prevailing situation on the Korean peninsula.

The world remembers the fact that the situation on the Korean peninsula had reached the touch-and-go brink of war last year.

It was started with the United States-south Korea joint military exercises aimed at “occupying” the capital city Pyongyang of the DPRK.

In January this year, the government of the DPRK made a proposal to stop military hostile acts against each other on the Korean peninsula, but those provocative joint military exercises against the DPRK were forcibly conducted in March-April and in August as well.

The government of the DPRK officially referred to the Security Council the issue of suspending such war exercises which seriously endanger peace and security of the Korean peninsula and the region as a whole.

However, the Security Council turned its back.

As the joint military exercises were led by its permanent member state, the Security Council was bound to close its eyes, block its ears and shut its mouth, no matter how enormous in scale, aggressive in purpose and dangerous in nature they were.

Even in the Cold War period, there were measures in place between the East and the West to restrict the number of military exercises in which more than 40,000-strong troops took part.

We are obliged to raise a question as to why such war exercises with participation of more than 500,000 troops at a time are needed annually only on the Korean peninsula after nearly a quarter century since the Cold War.

At present, the government of the DPRK set forth the economic construction and improvement of people’s living standard as its major task.

Accordingly, peaceful environment is a vital necessity for us to lead the just picked-up upward trend of the national economy to a sustainable development.

Peaceful environment and reduction of tensions are ever more precious to us now than at any time.

The tense situation of the Korean peninsula does not help us. On the contrary, it presents a serious obstacle in our effort for economic development and improved people’s living standard.

The war exercises focused on landing, long-range nuclear bombing and commando operations aimed at occupying the capital city of another country can never be viewed as “defensive”.

The claim that these war exercises are “annual” in nature is just a veiled attempt to succeed in surprise attack after creating “chronic immunity” to them.

 

Mr. President,

The reform of the Security Council should no longer be delayed.

The structure and method of work of the current Security Council are outdated by far. It had already been confirmed by the general will of the member states reflected in a resolution adopted at the 47thsession of the UN General Assembly in 1992.

The Security Council should no longer be an exhibition showcasing the extreme manifestation of the double standard.

The unjust practice should be put to an end, by which the military exercises waged by a permanent member state is covered up with no regard to their serious threat to peace and security, whereas those conducted by a UN member state in response is called into question in any case although they are inevitable and self-defensive in nature.

Likewise, the Security Council simply ignores civilian killings of the Palestinian people by Israel under the patronage of a permanent member state, but selectively takes issue with only the Syrian government in defense of the sovereignty and stability of the country. This unjust practice cannot be tolerated. In particular, not a single act should be allowed in any case to encroach upon the sovereignty and territorial integrity of Syria under the disguise of counter-terrorism.

The Security Council should no longer serve as a forum for telling lies.

11 years ago we heard with our own ears the accusation made at the Security Council meeting by a permanent member state that “there are weapons of mass destruction in Iraq”

Only after military invasion followed and tragic bloodshed resulted, the world came to realize that it was a big lie of the century.

However, because the big lie was made by a permanent member state, the Security Council kept silence again. As a result, the bloodshed continues even today after 11 years.

The Security Council should not be abused as a tool for high-handedness and arbitrariness.

The UN Charter stipulates that the Security Council should act in conformity with the principles of justice and international laws.

The Security Council has no authority to pass a resolution on prohibiting peaceful satellite launch by a UN member state in contravention of the international law such as the Outer Space Treaty.

The reform of the Security Council is, in essence, a revolution that realizes democratization of UN and international relations.

UN is not a monarchy and the Security Council is not the senate.

The reform of the Security Council is not possible unless its members decide to give up their prerogatives in the interest of democracy in good faith.

The permanent member state that is most vociferous about export of democracy should reflect on whether its sermon is just hypocrisy or not in view of the demand of the times and the majority of the member states.

Should the Security Council fail to reform itself to remain as a drop-off of the times, the UN members may look for the UN without such anachronistic and undemocratic Council.

 

Mr. President,

The DPRK maintains that all problems pertaining to international relations should be resolved not by high-handedness and arbitrariness but strictly on the principles of sovereign equality enshrined in the UN Charter.

The nuclear issue of the Korean peninsula is a matter of sovereignty and right to life of a UN member state before peace and security.

The hostile policy, nuclear threat and stifling strategy pursued by the United States for more than half a century inevitably resulted in the decision of nuclear weapons state of the DPRK.

The nuclear deterrent of the DPRK is not intended to threaten or attack others. Neither is it a bargaining chip to be exchange for something else.

The nuclear issue will be resolved if and when the threat to our sovereignty and right to life is removed in substance with termination of the US hostile policy against the DPRK.

Politicization, selectivity and double standards should be withdrawn in dealing with human rights issues.

Abusing the human rights issues for political purpose is in itself the biggest human rights violation.

The DPRK is firmly opposed to all attempts and actions to abuse the human rights issues for “regime change” of the specific countries.

The US does not recognize the national sovereignty which crystallizes human rights of our people. Such being the case, it is quite hypocritical that it finds fault with our “human rights issues”.

It is all the more preposterous to talk about human rights dialogue while preventing to the last ditch the DPRK as the direct party from participating in the meeting on its human rights situation hosted by the US.

The DPRK is always open to dialogue and cooperation for genuine human rights that have nothing to do with political motivation and hypocrisy in all their manifestations.

The government of the DPRK is willing to promote human rights dialogue and cooperation on an equal footing with other countries which are not hostile to it. It is also willing to facilitate technical cooperation, contacts and communication with UN and other international organizations in the human rights field.

Mr. President,

The reunification of the fatherland is the supreme desire of the entire Korean nation.

The DPRK maintains that the national reunification should be achieved not through confrontation of systems but by confederation formula whereby two systems co-exist in a country. It is the only way to prevent war and safeguard peace.

The government of the DPRK is sincerely striving both in words and deeds to orient and develop inter-Korean relations towards reunification through confederation.

As south Korea relinquished its military prerogatives to the US in its entirety, it does not even know how many weapons of mass destruction of various kinds that can destroy the Korean nation more than hundreds of times are now deployed on its own soil. As such, it should refrain from prattling about the unrealistic and fictitious proposal for national reunification copied from the formula of other countries.

 

Mr. President,

I would like to assure you that the DPRK will constructively participate in the delivering on Post-2015 Development Agenda at the current session, and thus make an active contribution to the work for successful adoption of the Development Agenda next year on the occasion of the 70th founding anniversary of UN.

Independence, peace and friendship are the foreign policy ideals of the DPRK.

The DPRK will, as in the past, so also in the future, fulfill its responsibility and role as an independent UN member by steadfastly adhering to these ideals in UN activities.
